I just read a quote from a 1997 Congressional testimony that the Soviet Union has not accounted for at least 25 'suitcase' Nukes. I suspect that it is more likely to expect a city to be lost, or perhaps a HEMP (High Altitude EMP). A EMP over Central California would be devastating. Nerd From Hell
