Actually, as I believe others have pointed out, Ethiopia's famine was not
caused by poverty and climate conditions.   Indeed, a great deal of food
was rotting in warehouses during Ethiopia's famine.    

The famine was caused by a Marxist government that sought to control people
through starving them.

Try "can not" rather than "will not."   There have been a great many
revolts in Iraq, all have failed - most disturbingly when the US incited a
revolt and then failed to support it.

Nevertheless, your point is a good one.  The New Republic reports that the
sanction monitors have caught the Iraqis *exporting* food!
