IMHO, this seems rather stupid of them from a global public relations point 
of view.  If we bombed them and there was no damage, then, from their point 
of view: 

a) If we hear this we'll assume we probably missed and should go in again.  
(I mean, if it were me, I wouldn't just say 'Oh gee, I missed.  How brave of 
them.  Guess I should just pack it in and go home!'
and 
b) They're deliberately walking away from of a lot of sympathy from the 
Islamic world. ("Look at our dead.  The Americans are killing us in cold 
blood!  Join with us in our Holy Jihad against the barbaric non-believers.!")

Then again, I'm an American.  We broadcast every single broken bolt of our 
trade center and Pentagon 24/7 and put faces on the usually faceless 
statistic of our murdered civilians. Perhaps I just don't understand their 
point of view, but it seems like the art of 'spin' seems lost on them.
