I like to use Paint Shop Pro. This application associates itself with all of
the popular image formats and it has a "browse" feature that shows you
thumbnails of all of the images in any given directory.

You could also try "Thumbs Plus", it has a similar browse feature.

You could also try just searching for an image program at www.download.com.
They have shareware available as well as freeware.
