Yes, there are some restrictions....... but they are pretty weak. I have
known several people who have used their time on the unemployment system to
get quite a lot of time in with their favorite computer game... and that is
inefficient.
Given the large amounts of community service available, especially in our
cities, I find this inefficient. I would require all able-recipients of
social spending to put in 20 hours of community service a week. At the
very least, we'd have very clean streets. :)
