Because that's the normal rules of warfare.  When Germany and Japan were
defeated, they signed a peace treaty agreeing to terms.  The occupation
continued years afterwards until the allies were convinced they had set
things up well enough so that they could leave.  The Palestinians turned
down a treaty that gave them 97% of the West Bank and Gaza.  Even Jerusalem
was not the sticking point. What was the sticking point was the right to
take over Israel.

There were two sides to this conflict: the Arabs and Israel.  Palestinans
were definately involved in the 1948 war.  When the lost, some stayed and
became citizens of Israel, while other left for refugee camps.  I'm not sure
how many fought in the '56 war, but the PLO was definaly a party to the '67
and '73 war.  Further, they fought Israel between '67 and '91.

The Palestians were a part of an alliance of agressors.  Since that alliance
lost, they should not expect occupation to end until they agree to peace
terms. They were offered generous terms, and turned them down. They chose,
instead, to fight by attacking unarmed, nonagressive civilians.
