So, what do you Americans do when a police officer does not give you a speeding ticket but tells you that the next time you will not be so lucky? By your own definition, he issued a threat. What do you do? Drive off and be happy you got away without being fined, or file a one million dollar lawsuit against the Police Dept. for threats and intimidation?
