It *is* about listowners and police; it has to do with whether
the warning/threat is based upon the accoster's authority and
duties.  If the accoster is entitled to give the ticket but
doesn't, it's a warning.  If someone *not* authorised to issue
a ticket says, "you'll get it next time", it's a threat.
