Ok, but maybe a "three strikes law" should be a good idea.
First Ban <= 1 week, Second Ban <= 4 weeks, Third Ban =
summary execution with a bullet on the neck, family pays
the price of the bullet.

But maybe some technical details must be worked out in
the case that the offending member is a Listowner...
