This idea of writing stories around Tom Orley is all nice and well of 
course, but then we *would* be meddling with a character from a trilogy 
that is copyrighted by David Brin. Technically, he could say "no way -- I 
will not allow that", although I doubt he would.

But we are civilised people, and we would not want to turn His Authorness 
The Brin against us, so I have taken the liberty of forwarding the relevant 
posts to David Brin and ask how he felt about it. It seems he has no 
problem with it, as long as we "don't take it too far out-of-group and make 
fanzine fiction out of it". I think we can manage that.

Anyway, His reply:
