An interesting point that I've seen elsewhere on that.  Many South Koreans
were upset with that label because they feel that North Korea is really part
of their true nation: Korea, which has been unnaturally divided for 50+
years.  I don't think any of us would argue against a reunification similar
to that seen in Germany (although it may be much harder on South Korea than
the German reunificaiton was on West Germany.)

I think, to be precise, one should say that North Korea is not evil; the
government of North Korea is evil.  North Korea is victimized by its
government. (I really believe that is what was meant by GWB, I just wish he
was more precise in stating it.)
