Actually, I think the point is veyr obvious to anyone who actually listens
to his speeches - in which he always adopts a very compassionate attitude
towards the oppressed people under the Axis of Evil, and indeed has ever
since Sept. 12th when he noted that our quarrel was not with the people of
Afghanistan.   Indeed, in the particular case of Iran, he even separated
the government into parts, only one part of which was actually identified
as being in the Axis of Evil.
