Actually, Milosevic never pursued a policy of genocide.

What Milosevic practiced was "ethnic cleansing", an abhorrent practice to
be sure, but certainly not genocide.

The question is, do you consider:
        -naked aggression against your neighbors, ie Iran, Kuwait, and Israel;
        -violation of numerous UN resolutions to resolve the conflicts that arose
from said aggression;
        -systematic violation of human rights, including freedom of speech,
expression, association, and the press, as well as practicing intimidation,
torture, and arbitrary murder;
        -the pillaging of his own country's resources for personal gain while
leaving the overwhelming bulk of his population in dire poverty;
        -demonstrated past use of chemical weapons against both his neighbors and
his own people;
        -demonstrated ownership of biological and chemical weapons which have
never been accounted for;
        -demonstrated nuclear weapons program, which has never been fully
accounted for;
        -and finally, a systematic history of making agreements with the UN, and
subsequently violating them

to be a set of charges that is roughly on par with Milosevic's violation of
human rights and ethnic cleansing?

Indeed, The Economist points out this very valid point: "Saddam Hussein has
killed far more of his own people and his neighbours than Mr Milosevic ever
did; and
he has sent his armies and his rockets well beyond Iraq's borders."

 And more importantly:
"To those who, when told
that Iraq is a mortal threat to the peace of the world, say �prove it�, the
only sane reply is: what more proof could anyone need?"
