This is exactly what was written in the cover page
of newspaper _O Globo_, yesterday, with the additional
spicy headline "Bush already has plans for Iraqi's oil".
BTW, _O Globo_ is one of the most right-winged
newspapers in Brazil. Imagine what the left-winged
newspapers say :-)
