The common issue here is tenants in neighbouring buildings/floors. My brother had someone in his apartment block use up his monthly allocation of bandwidth (3Gb) in about 24 hours. A consulting office in a high-rise who pays for their internet at 12c/Mb had their bill go through the roof until they put in WEP, so someone in a neighbouring building was getting a free ride.
The restricted MAC address option of William's would be a better option - he has few enough computers to make it viable and it doesn't have the performance downside of WEP.
