I believe you can do this several ways:
1) break the file up into manageable segments using a utility like WinZip or WinRar. Then send the sections and the program to reconstruct them in multiple e-mails.
2) Upload the file to a website and have the person on the other end download it.
3) Set up an FTP server on your computer that the other person can log in to and download from. EasyFTP will allow you to do this.
