I can't answer your questions, but this reminded me of something on the
editorial page of my paper this morning.  I found it on-line at 
http://www.washingtonpost.com/wp-dyn/articles/A59784-2002Dec15.html

It's a William Raspberry column about the black community's
responsibility regarding the failure of black children.  Or something
like that.  I think it may address your questions in a sideways sort of
way or something.
