Depends... Have you ever seen the play _Copenhagen_ ? It explores why Hitler never developed nuclear weapons. Essentially, it boils down to the head of Hitler's nuclear program used an old, bad calculation (for Uranium, not U-235) and thus thought the weapons were not viable to produce... At the end of the war, the Russians pushed so hard and at such cost of lives on Berlin so they could - and indeed DID - take the materials from the German nuclear labs (the PEOPLE from there were taken by the British), allowing Russia to kick-start their nuclear program!
