Everyone agreed that the Iraqis had been in possession of such material at one time and that it was currently unaccounted for. Not everyone agreed the Iraqis were still in possession of it, iirc, including the Canadians and the French.
Actually, IIRC, the Canadian position was that any military action on our part must be part of a UN mandate.
Canada did help the war effort in roundabout ways, notably by sending troops to Afghanistan, relieving US troops for action in Iraq.
Officially, our troops and ships were on TWAT duty.
