Actually, my reading of the context was worse than that.... to me Kerry was
strongly implying that Bush and his Administration were crooks.

Exactly.... the Right has Ann Coulter and the Democrats have James
Carville (o.k., Carville is far more accomplished than Coulter will ever
be, but they fill essentially mirror-image roles on cable talk shows.)
