 The Afghan administration had made an error its first year by paying
farmers not to grow poppies.  "We wanted to be kind to the farmers,"
he [Karzai] said.  "But this encouraged every other farmer to grow
poppies the next year, and rightly so."

The government then adopted its current poppy eradication strategy,
destroying poppy fields, but the struggle would be a long one, Karzai
warned.  "Now we know: it will take a number of years � with the
