It depends on what you mean by the merits.  Lugar, the foreign relations
committee chairman, for example, has extremely harsh words for the bungling
of Iraq.  He must know he is hurting Bush's re-election chances...he is
criticizing Bush out of patriotism.
Look at my pre-Iraq war comments...while its playing out worse than I
thought, this is the type of outcome I expected.  The people of Iraq are
growing increasingly angry with the US.  When asked when the US should
leave, the two 40%-ish answers are now, and as soon as a legitimate
government is established (i.e. Jan).  A government will have to either ask
us to leave, or risk being seen by most of the population as our tools.

Indeed, John, the best hope you have for your view of foreign policy is for
Kerry to be elected...in order to have both parties hit with the failure in
Iraq.  We may still somehow get lucky, but its not very likely.

I can give numerous examples of how Iraq was horridly mismanaged, if you
need it.  But, lets just pick on a local one.  We have Gautam, who had a
job running a program in economic development unable to go over and help,
while people close to his age who had no comparable experience were in
charge of the economy.....its almost as if his JFK school of government
experience was a minus instead of a plus.  You can't hand such a difficult
and delicate job over to interns and expect it to be run right.
