To bad it'll never happen here in the States;  voting is considered
constitutionally protected speech, IIRC, and it would be argued that
choosing NOT to vote is still an expression of that speech.

However, I would note that even though the act of voting is protected,
Americans do not have the federal, constitutional RIGHT to vote.. its up to
