I believe John was referring to both the Bush assasination plot as well as the occasional saber rattling with regards to the "No-fly Zones". So technically, the Iraqis have breached the cease-fire several times when they tried to take shots at US aircraft, and the US responded in kind. Not that I think the occasional bombing campaigns were less than what were needed, but technically Iraq has been in breach of the cease-fire agreement several times in the last 12 years.
