Isn't that just the same as the current arrangement, but with one less
game for everyone? (i.e. the first round of a 32 team knock out)

It works for the students with lots of teams, but by the end of the
usual tour season there are never enough teams to go around, so it makes
it a bit of a joke about qualifying.

have a top 16 nationals, and a 2nd tier
(lower-16)nationals??

32 teams, so you could run it all at one venue, but depending on your
finishing position in Tour determines which divisional nationals title
you challenge for?

you can still have an easy 16 team knockout schedule that way too...
