It actually doesn't say that for everyone.  If you're browsing from Windows, that top line will be a link to the most recent Windows binary.  Same for Mac, Linux, etc.  Sourceforge detects what platform you're browsing from and offers the latest upload that was tagged for that platform.

You could submit that as a feature request to the Sourceforge developers, the ability to point to a folder instead of a file:
