If it says that Meteor sets the doctype html tag for you then you must try
removing the <!DOCTYPE html> tag from the second line of the index.html
file it is pointing to. Try this once. Feel free to come on the IRC as well.

So, a patch is something that requires you to change a few lines in the
code to fix a bug, or to add a new feature or anything like that.
I don't understand completely as to what you mean when you say work, but
yes if it is something you have changed in the code to enable something,
then you must open a pull request on the github repo and specify the link
to your PR as a patch, in your proposal.
