Commonly we have a full-fledged keyboard and then it is a non-issue, even using a braille keyboard is often enough to access CLI, but (at least for me) it is much slower. But nowadays there are also scenarios where there is no keyboard. For example I use BRLTTY on Librem 5 phone, and if I did not have a braille display with a braille keyboard, I would be in trouble.
