I have very probably solved my issue. I plugged Tieman Braille Voyager to USB 2.0 port. Problem was really caused by The fact, that I have used UsB 3.0 port. So I can use positive aspects of yours latest Brltty for Windows. And CPU is even less working, USB 3.0 is really not ideal connection type for old Braille devices.
