Since the interface index has value outside of the context of doubling
as the link-local scope-id, I probably wouldn't replace it with the
scope id in the output.  Aside from that, I don't have a strong opinion
about adding it to the output, other than that it would seem redundant
to me.

Perhaps it could simply be better documented (in various places where
the scope-id is used administratively and in APIs) that the link-local
scope-id is the interface index.
