I think it's time, if you're interested. Your mentioning this prompted me to compare the files by that name from coreutils, grep and diffutils. There was room for improvement in each of the latter two. However, there are items in coreutils' copy of that file that are probably useful only to coreutils, whereas the diffutils and grep versions seem to have the more generally useful core.
