No. There is a check at cmdline.c:400 that the stage1 has a routine for
probing floppy disks if it's going to be installed on a floppy.

Unfortunately, even normal stage1 installed on (fd0) cannot boot stage2
from (hd0,0)
I'm getting "Geom Error"

So I can't say how useful the precautions at cmdline.c:400 might be.
