Either I'm not Emacs user, I sympathize with your dissatisfaction.
Please try TkInfo. It's not lightweight application and no vi-mode,
but I suppose it's easier info-viewer for non-Emacs user.

GRUB is not simple command executable,
so the information how to use GRUB is
too long to put in man pages, I think.
