Hello,

The page on copyright notices [0] says that every nontrivial file
should have copyright notices; however, FSF's recommendation
for software under CC0 [1] suggests that such packages technically
should contain no copyright notices.

"Information for Maintainers of GNU Software" does discuss public
domain texts [2], but it might be useful to add a reference to
that place in [0] (and even generalize the passage in [2] to apply
to CC0).
