What wasn't clear for me is whether they should add copyright lines
to CC0d files written by other people, unrelated to GNU, who followed
FSF's recommendations for non-GNU projects.

CC0 is GPL-compatible.

It says that there should be valid license notices, but doesn't mention
copyright notices; are they optional?
