That would be so, if specifying the use of option names for language
Foo implied disabling the normal (English) names.  But we don't need
to do that.  That setting could mean to accept the translated option
names _as well as_ he usual English names.

As for scripts, we could arrange for scripts to specify the option
language for invocations within the script. by setting an envvr.
Can we arrange to do this on the #! line?
