I don't understand the problem. AFAIK, Texinfo allows you to use 8-bit
characters in the Texinfo sources. It also processes such sources in
8-bit clean way, so the non-ASCII characters end up in the *.info files
verbatim.
Can you explain what are the specific problems you are experiencing?
