I don't agree that they should be `>=` because a future update might break the 
build process. This combination of versions is proven to work. Any other 
combination is not.

However, you make a valid point that these versions are arbitrary. It's just 
what I installed and what my `pip freeze` generated. They're not set in stone 
and there might be good reasons to pick other versions. But I don't think 
setting it to `>=` is the way to go.
