Pinning the version is exactly what prevents things from suddenly breaking. It's floating versions that causes "It works on my machine, why doesn't it on yours?"-behavior. By pinning, you remove the need for constantly checking the versions. But I can definitely believe that with this list of packages (mainly text-manipulating stuff) it is very rare for an update to be breaking. However, preventing broken builds is only part of the reason for adding this file.
