The issue is we don't have the capacity to constantly check the versions.  It's 
really rare that the build breaks over the last 10+ years the only thing that 
has ever broken anything is Sphinx itself the rest using the latest versions(s) 
has always worked.  I don't see the reason to add this restriction now.

The issue with pinning the version is we lose the updates these dependencies 
get unless we're constantly checking and that's just not worthwhile for 
documentation we _always_ want the latest updates no matter what if it breaks 
then we will figure out why.
