Hard to say if this needs some JBoss mentioning. This is a file which is usually tweaked by TCK users to contain own stuff. For example in OWB, we have a lot of own TCK-SPI implementations configured in this file.
So I'd rather account it to Apache BVAL than to the JBoss TCK. This means (my personal opinion) I'd say it's ok as it is.
