you do know that any radio can be modified to operate within the ham
bands and does not have to be fcc type accepted. however, if you take a
ham radio and modify it to use within an fcc type accepted service, it
must be type accepted for that service. you would basically be using an
unauthorized radio in the service you were attempting to program it to
transmit in. that is why it is locked out. they would not be able to
import them if they transmitted in an unauthorized service.

I have 2 Wouxun transceivers Model# KG-UV6D V2
These radios are UHF/VHF dual band multifunctional 2-ways. I bought
these radios to replace 2ea City of Needville HT transceivers, which
uses 461.875 for receive and 466.875 for transmit. Digital coded
squelch is 162. Radios as shipped to me came with VHF transmit
144-148, receive 136-174. UHF transmit was 420-450 MHz. Receive is
420-520 MHz. Serial number of the radios are: M03CT7608 AND
M03CT7610. I am able to program the radios to any of the frequencies
as listed above, but I was told that the transmit frequency would need
to be unlocked if I needed to use the 466.875 transmit with DCS162.
For programming the radio through the computer, I have both Wouxun and
Chirp software programs installed. The only problem I have is unable
to get the unlock function to take effect, so the proper transmit
frequency can be programmed without getting an "out of band" message.
I have sent a prior email to a Wouxun distributor on Ebay, and he
fails to give
me an answer for the unlocking. However, I have the Wouxun unlock
screen that shows up on my computer, and can set band limits but I
can't get it to actually unlock the radio. I wonder if someone could
shed some light on the subject..
