They need to form now. Not 2013 or 2012. After they are forming a new political party, each party need to be assigns to a battle ground area where they are assigned to focusing on building up the grassroots for 2013 election. For leaders to lead the new political party should not be the one of those who wants to be or get elected, like Kem Sokha, Sam Rainsy or Pen Sovann, etc. To do that is to free the candidates¢ time, for campaigning, to help or make laws in the next 5 years, and at the same time is to work and build the political grassroots.
