China Finds Chemical in Liquid Milk as Scandal Grows (Update2) By Lee Spears
Sept. 19 (Bloomberg) -- China has found the toxic chemical melamine in liquid milk and yogurt from the nation's biggest producers, broadening a scandal in the country's $19 billion dairy industry. Batches made by China Mengniu Dairy Co., Inner Mongolia Yili Industrial Group Co. and Bright Dairy & Food Co., the country's top three dairy producers by value, contained melamine, the Chinese quality watchdog said, adding to a list of infant formulas already known to be tainted. The discovery of melamine, used to make plastics and tan leather, in additional dairy products raises more questions about how many consumers in China have been exposed to the chemical, which has been linked to kidney failure in babies leading to at least four deaths. Starbucks Corp., the world's biggest coffee- shop chain, today said it has stopped using milk made by Mengniu. ``Our family doesn't drink milk now -- we don't dare,'' 32- year-old Li Cui said today at Beijing's Capital Institute of Pediatrics, where she took her 4-year-old son for a health check because he had been drinking Mengniu and Yili milk. ``The reality is that we cannot trust any brand.'' China's Administration of Quality Supervision, Inspection and Quarantine has sent officials to 1,548 dairy companies to inspect products for melamine, state-run China Central Television said on its midday news broadcast. Mengniu, Yili and Bright Dairy have issued statements apologizing to customers and pledging to step up quality-assurance measures. Safer Supplies Hohhot, Inner Mongolia-based Mengniu said today it will invest in setting up large cattle ranches to ensure safer supplies of raw milk. The impact of recalls and damage to the company's brand are still being assessed, it said. Sanlu Group Co., 43 percent owned by Auckland, New Zealand- based Fonterra Cooperative Group Ltd., sold milk powder in China at less than half the price of comparable products by Yili and Mengniu. Its products were found to contain the highest levels of melamine. Its chairwoman, Tian Wenhua, was fired, removed from her Communist Party of China post, and detained by police earlier this week, according to the official Xinhua News Agency Ji Chuntang, mayor of Shijiazhuang, was also fired in connection with the dairy scandal, Xinhua said. Mengniu executives may resign if found to be responsible for the addition of melamine to its products, Chief Financial Officer Yao Tongshan said today at a press briefing in Hong Kong. Investigations within the company are ongoing, he said. Future Earnings Plunging consumer confidence and higher costs of quality assurance in the aftermath of the scandal will hurt future earnings of Chinese dairy companies, said UBS AG and JPMorgan Chase & Co. Surging costs and government caps on selling-price increases had already crimped profit margins. ``The whole Chinese dairy sector will be significantly impacted as Mengniu, Yili and Bright Dairy in total had more than 60 percent market share in 2007,'' said UBS analyst Lei Chen. Mengniu's shares have been suspended from trading in Hong Kong since Sept. 17. The Shanghai stock exchange today halted trading in Yili and Bright Dairy after the companies failed to make announcements on ``important issues.'' Yili fell 24 percent this week, wiping 2.7 billion yuan ($397 million) off the market value of the company. Bright Dairy dropped 20 percent this week. China's government ordered the three companies to recall 24 batches of liquid milk and yogurt and pull them from store shelves, China's quality supervisor said on its Web site late yesterday. The widening scandal exposes shortfalls in China's attempts to improve product safety and boost confidence in locally made goods. `Inspection-free Status' The State Council, China's cabinet, removed clauses from food regulations set in 1999 that gave certain products ``inspection-free'' status, allowing some companies to make them commercially available more quickly. China's dairy market was worth $19 billion last year, Merrill Lynch & Co. said, citing Euromonitor data. China will also revoke the ``famous-brand'' status previously given to liquid-milk products made by Mengniu, Yili and Bright Dairy, the quality-supervision administration said today. Earlier this week, 69 batches of infant formula made by 22 producers were found to contain melamine, exposing contamination that was suspected to have hospitalized more than 1,300 babies, prompting Premier Wen Jiabao to order an overhaul of the country's entire dairy industry. ``Cut-throat competition in the dairy market may be one reason for the problem,'' said an official at the Dairy Association's media office, declining to identify himself. Masks Protein Levels Melamine can be used to mask diluted milk because it makes protein levels appear higher than they really are, allowing producers to cut costs by watering down their products. The chemical was found last year in pet food exported to the U.S., blamed for killing thousands of cats and dogs. Earlier this year, pesticide-tainted Chinese dumplings sickened at least 10 people in Japan. Mattel Inc. last year recalled 21 million Chinese-made toys because of excessive lead content. Beijing Sanyuan Foods Co. and Nestle SA are the two companies on whose products the government has conducted tests and found no melamine contamination, China's quality-inspection authority said. Taiwan's Department of Health yesterday certified Nestle products melamine-free and said it will allow their sales on the island to continue. The Taiwanese government banned imports by all 22 mainland manufacturers whose products have tested positive for melanine and on Sept. 15 ordered the recall of 25 metric tons of Sanlu milk powder. Singapore's Agri-Food & Veterinary Authority ordered importers and retailers to end sales of a Yili yogurt-flavored ice-cream bar after Hong Kong authorities also banned the product. Hong Kong pulled all Yili products from retailers' shelves after testing showed that eight of 30 items contained melamine.
