We have in the US, Vietnamese as Congressmen and diplomats. That is an
answer the Vietnamese conspiracy to spy on other government. Actually,
the viets community here have provided humanitarian man hours to help
with Cambodia reconstruction. Many of my friends who graduated from
the same University have volunteered in the IEEE Engineers without
Borders Program as NGO personnel.

I find it very hard to swallow to accuse people without first knowing
their goals. And, I also find it incomprehensible that during the
Vietnam War there was an internal civil war going on as well if the
Viets are united in controlling Cambodia.

However, many Cambodians are very selfish in nature to practice
ignorance.

I've been back and forth to Cambodia so many times. I worked with a
team of NGOs and noticed how many civilians are not aware of their own
powers. Their own rights, and also are not educated as well as their
western allies. Due to this gap, they are powerless in going up
against their government especially when it's corruptly organized
through family trees similar to an organized crime family.

The civilian are powerless as whole due to their weakness in
education, and supporters. It easy to ask, "Why wouldn't the Cambodian
people do anything about it?" But, in order to understand the
difference between a civilized western country versus Cambodia, this
question must contain the perspective of the locals who are scared out
of their wits to stand against this mafia organized government which
used ruthless tactics to get what they want. An example can be see
with the tribal groups in the Northeast of Cambodian. That land was
designated as a protected social area. Hun Sen have no right to take
control of that land. However, he said: "If your village do not let us
buy this land, I will bring troops over to force your village out."
Hun Sen said that knowing that it's protected by the constitution,
however, the villagers did not know. Therefore, in fear of the
invasion, the villagers sold those lands.

The Cambodia people can be very easy to manipulate. We have to step up
to provide enough inspiration to the students to finish their
schooling in Cambodia. Only the ones who are educated enough can rise
to form leadership that can provide a powerful voice for the Cambodian
people against such an oppressive government. The higher the number of
successful candidates, the better the process.

A little note on their educational system. Everyone is aware of the
fact that teachers do not get paid much. So, rich kids do pay the
teachers to pass school. They can even bribe the teachers to pass them
on exams in which they failed.

We need to consider these before we ask the question, "Why wouldn't
the Cambodian people do anything about it?"
