You are wrong here. Cambodians can arrest, try and put them in jail if
they are guilty according to the law of Cambodia. The proceeding will
go through the Cambodian proceeding  in their justice procedure.
No one is immune from committed crimes in Cambodia.
If nothing is against the law of Cambodia, Cambodians would not put
them into their justice proceeding. That would be dictatorship who
would arrest anyone as they please.
