This is where you are wrong.
A citizen of Cambodia is a status given to people by the government of
Cambodia.
It doesn't matter whether they are Khmer, Cambodians or whatever.
Those words don't mean a thing when we talk about citizenship.
A Cambodian citizen can renoun their own citizenship at anytime. It
means that sometimes a Cambodian may not be a citizen of Cambodia. So
don't get fixed with those words.
