Look at your sentence above as this: "Any inhabibants in Cambodia may
or may not be citizens of Cambodia"

Kangaroo, I think you need to check on word " inhabitants" and also
the meaning of Universal human rights provisions of Paris accord
agreement first, before you and I could continue discussion again.
