Now you are talking about something else. Let me go back to what I was saying. A citizenship can be granted to ANYONE of all races by a government. They can be Vietnamese, Cambodians, etc...... It doesn't matter what word you use to call them. They would be citizens of Cambodia after they have been granted Cambodian citizenship. In your question above, the answer would be yes. They would be Cambodian citizen after the Cambodian government has granted them their citizenship of Cambodia. The same thing applies to any countries on earth. However, the discussion that we have had is the words to describe the citizenship. My view is very logic. It doesn't matter which word you use to describe it.
