A few of those acts includes: 1- Marshal laws allow soldiers to commit crimes.They bring their families along to steal people belongings for their own. Some raped women for their pleasure. The worse part when they set up road block in the name of security for the purpose to extort money or corruotion, which commerce within the country so difficult. That caused the price of goods continue to rise. The majority of people had difficult time to live. 2- The propaganda of Khmer Rouge made sense for Cambodians to support the cause of Khmer Rouge movement. Do you remember people in Phnom Pehn had hoped that Khmer Rouge could not even worse than Lon Nol regime because they were all Cambodians in Cambodia.
